I am seeking a 2nd term to the City Council to continue putting the residents of Manhattan Beach first.
Our community deserves a government that listens to the people—not special interests. With a proven record of fighting to ensure city business was conducted with absolute transparency, I remain deeply committed to that mission while demanding fiscal accountability that reduces wasteful spending and protects our local tax dollars.
Having served as your former Mayor and Councilmember, alongside a career as a Senior Assistant City Attorney for the City of Los Angeles, I understand municipal law and how city government works…how to deliver tangible results, manage balanced budgets, and provide the collaborative leadership our community deserves to ensure Manhattan Beach remains a safe, beautiful, and thriving place to live.

✓ Stop High-Rise Development to Protect Our Small-Town Character:
Mark will fight to keep Manhattan Beach a low-profile, residential beach community. We must stand firm against aggressive development on our commercial corridors, defend local zoning control, and protect our neighborhoods from severe traffic and infrastructure strain.
✓ Restore Fiscal Accountability:
Mark is committed to ending the irresponsible deficit spending at City Hall. With a projected $10.9 million deficit facing Manhattan Beach for fiscal year 2027, we must stop dipping into our reserves, scrutinize top-heavy administrative growth, and bring real spending discipline back to local government.

✓ Implement Strict Term Limits:
Mark will advocate for a strict maximum of two four-year terms (8 years total) on the City Council, ending the era of individuals serving 12 to 20 years in office. Local government thrives on new ideas, not entrenched power.

Adoption of several Open Government Initiatives, including banning secret meetings and a SALARIES tab on the City’s website homepage providing the W-2s for every city employee
Adoption of the Master Use Agreement with MBUSD, reimbursing our school district for the use of Polliwog Park and other school properties
Banning short term rentals in our residential neighborhoods
Hiring more police and MBPD’s ALPR Security Camera Program to deter, prevent and solve crimes
